What are Home Enabling Supports?
Home Enabling Supports (HES) are designed to help individuals with developmental disabilities live more independently and safely in their homes and be more involved in their communities. They are a sub-component of the Assistive Technology (AT) benefit under the Office for People With Developmental Disabilities (OPWDD) Home and Community-Based Services (HCBS) 1915(c) Waiver.
HES includes assistive devices, remote supports, and Health Assessment and Coordination Services (HACS), all aimed at reducing reliance on paid staff and enhancing community inclusion.
A wide array of technologies are available that promote safety and independence, including remote support options, sensors, Ring Doorbells, medication dispensers, and more. For example, devices can support a person to cook with voice prompts and sensors reminding them the stove is on.
What to Know About HES
Eligibility:
- OPWDD Eligibility Required
- Assistive Technology Benefit Enrolled
- Live in Non-Certified Community Settings
- Approved individuals are eligible for up to $5,000 worth of technology goods, services, leases, and subscriptions per year
HES Process:
- Talk to your care manager or reach out to CFS directly
- Hold planning meeting, ensuring HES would be beneficial
- With CFS, come up with a care plan and how HES can support you
- CFS purchases and installs technology, as needed, and provides trainings
- CFS provides ongoing support, evaluation, and supervision to ensure desired outcomes are reached
- New technology adapted, as needed

HES have 4 major goals:
1. Promote Independence and Safety:
Enable individuals to live in the most integrated setting possible by using technology to reduce the need for in-person support.
2. Support Community Inclusion:
Facilitate meaningful participation in community life and interactions with others, including those without disabilities.
3. Enhance Functional Abilities:
Maintain or improve individuals’ abilities to perform daily activities and achieve personal goals outlined in their Life Plans.
4. Empower Person-Centered Planning:
Ensure that all supports are tailored to the individual’s needs, preferences, and cultural context through a collaborative planning process.
